Born and raised in Northeast Philadelphia, Tom Kelly knows Philadelphia, its places, and its people. For more than twenty-five years, he has practiced law here in Philadelphia and its surrounding counties. In 1982, he began as an associate counsel for the Philadelphia Housing Authority, doing construction and contract administration work. His early experiences in litigation eventually led him to pursue that aspect of his career full-time.

Today, Tom Kelly lives in South Jersey with his wife and three children. He is an active supporter of Rowan University, and was a past member of Rowan’s Glassboro Center for the Arts.
