Tom Kelly has litigated hundreds of insurance coverage and personal injury defense cases, for both insurance companies and individuals. He regularly appears in the Philadelphia Court of Common Pleas, and knows intimately local civil rules and procedures in Philadelphia’s state courts. He also practices throughout the Philadelphia region, including in New Jersey. In addition to numerous insurance matters, Tom Kelly has also represented clients in various general civil matters, such as solving real estate title problems, collecting unpaid debts, and defending small business owners facing foreclosure and other legal actions.

Whether the stakes in dollars terms are large or small, Tom Kelly provides you the attention to detail and efficient response needed to address your legal problems in a timely and cost-effective fashion. He knows that no legal problem is of little importance, when it’s yours.

Since joining the firm in 1987 as an associate, and continuing as a shareholder, Tom Kelly has come to embrace and embody Bazelon Less & Feldman’s philosophy of tenacious and pragmatic representation -- earning clients the results they deserve at a cost which they can afford.

Born and raised in Northeast Philadelphia, Tom Kelly knows Philadelphia, its places, and its people. For more than twenty years, he has practiced law here in Philadelphia and its surrounding counties. In 1982, he began as an associate counsel for the Philadelphia Housing Authority, doing construction and contract administration work. His early experiences in litigation eventually led him to pursue that aspect of his career full-time.

Today, Tom Kelly lives in South Jersey with his wife and three children. He is an active supporter of Rowan University, and was a past member of Rowan’s Glassboro Center for the Arts.
