Richard L. Bazelon, A. Richard Feldman, and Lisa A. Barton represented the School Reform Commission in connection with a request for a TRO and preliminary injunction filed by the Philadelphia Federation of Teachers.

The PFT sought to enjoin the District from exempting certain teachers from layoffs due to their affiliation with the Promise Academies. This dispute was resolved consensually in arbitration.
